Un aspetto essenziale per la corretta gestione ambientale ed economica e per il successo della finalità dimostrativa del progetto è l'integrazione i bisogni territoriali, cioè il coinvolgimento dei soggetti che possono fare propio il vantaggio derivante dall'utilizzo dell'impianto, in particolare sul fronte dei conferimenti di FORSU, cioè l'input all'impianto.
Sul fronte opposto è indispensabile il coinvolgimento dei soggetti che con i quali interferisce l'output dell'impianto, cioè principalmente la frazione separata nel processo COWS.
Occorre anche preveder fin da questa fase più soluzioni per la gestione del surnatante.
