Description and methods employed (what, how, where and when)[edit]
What[edit]
The socio-economic impact assessment is a study to determine how COWS implementation will affect or change the lives of current or future residents of the interested communities and the geographic area affected by COWS direct and indirect operations.
This action also ensures that during project implementation key socio-economic indicators are monitored and the impact of the project evaluated.
How/Methods[edit]
Monitoring and evaluation addresses the impact of COWS project
- on employment
- on society
- on economy and community development
Assessment will compare business as usual scenario, effects during COWS implementation, impact of fully operational COWS, and forecast decommissioning and end-of-life impact.
COWS socio-economic impact assessment will take into account:
- comparative operating costs;
- decommissioning costs;
- employment effects;
- social acceptability;
- social equity as equitable distribution of benefits and harms;
- social function (benefits obtained from the installation).
During COWS implementation monitoring will use data coming from stakeholder involvement in actions A1 and A2 in order to get a baseline of social acceptability that will be monitored throughout project implementation exploiting every project event as a polling occasion.
Data analysis will be conducted by COMVIA which conducts analyses of this kind routinely. COMVIA will be supported in this task by an external expertise.
Where[edit]
Action C3 will take place in Viareggio, Tuscany (IT).
When[edit]
06/09/13 - 28/04/16
Constraints and assumptions[edit]
- Constraints
- Criteria, data sources and elaboration methodology must be overt; elaboration must be repeatable.
- Validation must explicitly exclude exportation of problems (in terms of responsibility, type, time and geographic scope)
- Assumptions

Indicators of progress[edit]
Indicators of progress[edit]
- Schedule and effort variance;
- actual vs. planned start/duration of tasks;
- actual vs. planned resource use (15% work overload and 5% budget variance are thresholds for triggering remediation actions)
- Performance
- Delivery of compliant outputs: D9 - Socio-economic assessment report
- Quality of delivered outputs: assessed by the project management team
